What does the survey entail?
Purpose
The purpose of the survey is to ascertain how many rented homes and owner-occupied homes have an energy label. The survey also records the year of construction of each home.

Statistics Netherlands (CBS) processes data into a micro database about homes every year. This table is published on an irregular basis. Whenever the figures show substantial changes, an update to the StatLine table is published.

How is the survey conducted?
The source data on homes with an energy label is obtained from a database of the Netherlands Enterprise Agency (RVO). Statistics Netherlands (CBS) links the data on the homes with energy label with the stock of rented and owner-occupied homes, as registered in the Social Statistical Database (SSB). This shows clearly which rented and owner-occupied homes have been given a label for high energy efficiency or for low energy efficiency.

At the end of 2011, over 2 million homes had been registered. At that time, the Netherlands had approximately 7.2 million homes in total.
Checking and correction methods
Statistics Netherlands (CBS) has observed a number of rules when processing the source database. Homes with a construction year later than the reporting year are not included.
Energy labels can change over time. For example, it is possible for a home with a B-label in 2010 to obtain an A-label in 2011. But changes can also take place within the same year. If this happens, the energy label with the latest validity date is registered. A label can even change on the same day, and in that case too the latest validity date is registered in order to avoid homes with a double registration in the database.

Quality of the results
Accuracy
The Social Statistical Database (SSB) uses a housing ownership component to map the ownership situation of the Netherlands’ housing stock. Not all homes are identified as rented or owner-occupied. These homes are registered as ‘homes with unknown ownership’, but they do have an energy label and are therefore included in the survey.
Sequential comparability
The data has been available since 2011.
Quality strategy
By linking the database on homes with an energy label provided by the Netherlands Enterprise Agency (RVO) with the housing ownership component in the Social Statistical Database (SSB), we are able to obtain the clearest possible overview of the ownership situation of homes with an energy label.
