Provisional estimate

The provisional estimated levels of energy poverty for 2023 should be interpreted with caution. The estimate of energy poverty in 2023 is not accurate for each individual household due to a lack of individual data regarding energy consumption, income, and sustainability of housing in that year. The estimates are therefore based on 2022 data.

Also in 2023, TNO made provisional estimates for the share of households affected by energy poverty in 2022 (based on 2020 microdata). The share of these households used in the published report is based on microdata for 2022 (4.0 percent). It differs from an earlier TNO estimate (7.4 percent) for 2022 (TNO, 2023). 2.1 percentage points of this difference can be attributed to the new CBS method of calculating average consumer energy prices. The remaining difference of 1.3 percent is attributable to more up-to-date data on income, home energy efficiency and energy consumption per household in 2022.
