GHG emissions which are relevant to the Urgenda target are calculated in accordance with guidelines under the Kyoto Protocol as provided by the IPCC (Intergovernmental Panel on Climate Change). These ‘IPCC figures’ are compiled under the Emission Register Project (ER/PRTR), led by RIVM (National Institute for Public Health and the Environment) and in partnership with other institutes including CBS, PBL (Netherlands Environmental Assessment Agency), TNO Netherlands Organisation for Applied Scientific Research, RVO (Netherlands Enterprise Agency), Deltares and WUR (Wageningen University and Research). The IPCC figures provide a basis for national and international climate policy. In 2020, 45 percent of total Dutch IPCC emissions fell under the European Emissions Trading System (ETS). Power plants and major industrial emitters are obliged to participate in this scheme.
