As a large part of the group 18 to 24-year-olds are students, the highest attained levels of education are used in analyses of such groups. In many cases, the highest level has not been reached by these students yet. This means that the highest attained level of education is less suitable for the purpose of this analysis. Even the highest attained level will not always be equal to the highest level eventually completed. This is the case for young adults who have been enrolled in education but who have not completed it yet. In that case the highest attained education level is an overestimation. Underestimation of the level is possible in cases where, for example, an 18-year-old is enrolled in secondary education for the moment, but will be enrolled in university education in the future.
