Under the Dutch Renewable Energy for Transport Decree (Hernieuwbare Energie Vervoer), motor fuel suppliers are required to supply a certain minimum amount of renewable energy. The amount is a percentage of the total quantities of petrol and diesel fuels supplied to road traffic and railway transport. This percentage was 5.5 percent in 2014 and 6.25 percent in 2015. In practice, motor fuel suppliers usually fulfill their obligation by blending biofuels into petrol and diesel products, hence the often-used term blending obligation (bijmengplicht).
