IICD-10 defines road and transport accidents as accidents which involve a vehicle (e.g. bicycle, car, boat or airplane) which was primarily designed to transport people or goods from one place to another. This category is broader than road accidents only. A road accident is an accident with a vehicle on a public road. Pending investigations into the cause of the MH17 disaster and in consultation with the Dutch Ministry of Security and Justice, the victims of the MH17 disaster have been classified as cases of a transport accident (ICD-10code V95.3: accident to commercial aircraft injuring passengers). This classification may however still be altered based on the preliminary character of the 2014 figures.
