This involves the number of migrants who registered in the Dutch municipal population registers as well as the number of workers who are not registered as residents. The figures refer to the period between the first quarters of 2007 and 2012, unlike the number of suspects. Employees who are not registered in the population registers are mainly seasonal workers who are registered in the policy records of the Tax authorities as working in the Netherlands. They often originate from the new Eastern-European member states, or they are German or Belgian cross border workers. There are no exact figures about the number of foreigners who stay in the Netherlands for any period without fixed abode, or on people who are illegally employed.
