The spending required to educate someone to obtain a diploma in regular state-funded education. This consists of spending by the government, the private sector and households on educational institutions for teaching services and for supplementary non-teaching services (transport costs, student provisions etc.) provided by them plus the operational costs excluding spending on research and development (R&D). Study financing is not included here.
