Social exclusion

Somebody is socially excluded, if they lag behind with respect to two or more of the following dimensions: personal standard of living, access to basic social rights, social participation and norms and values. Subsequently, the scores are calculated for each dimension and for each person. A person with a low score is defined as not being socially excluded. If a person has a high score, they are socially excluded. 
Persons who are least excluded in all dimensions score 0 and those who are most excluded score 12. The proportion of people in the Dutch population who are most excluded in at least two dimensions (sum score of 10 or higher) is 4.2 percent
