In 2011 the Ministry of Health Welfare and Sport (VWS) imposed a 380 million euro budget cut on hospitals. This was because hospitals had exceeded the production agreements in 2009. There had been budget cuts in 2009 and 2010 as well but these were far less substantial: 15 and 75 million euro respectively.
