Until 2007 medical specialists, not employed by the hospital, but who work independently were paid by way of a lump-sum system. In effect this meant that a fixed amount was available per year for fees of independent medical specialists. Specialists’ turnover was thus separated from their production. Since 2008, the turnover of medical specialists is determined by the number of diagnosis-treatment combinations they declare, the specified norm hours they may charge per combination, and a uniform hourly fee.
