Early school-leavers

A person who has left (government-funded) education and who does not have a basic qualification. A basic qualification is a diploma or degree at least secondary level (havo, vwo or mbo level 2), or a diploma or degree at a similar level of an older type of education. 

The levels of education in this article (vmbo, havo/vwo and mbo) refer to the most recent level of education school-leavers in 2004/’05 participated in.
