Expenditure on road construction and maintenance

Expenditure on road construction and maintenance are financed by the provincial general fund. One of the income sources are the government payments by the Provincial Fund. 
The amounts depend on various factors: the number of residents in urban and rural areas, the area of land, water and the rural area (forests, nature reserves and agricultural areas), the length of the provincial road network, the capacity of combined heat and power stations plus a fixed amount per province.
Another substantial source of income is the surcharge on road tax.

For the calculation of the costs per kilometre (km) and per resident, the 2011 budget figures (preliminary) are related to the total length of the provincial road network at the beginning of 2010 and the population on 1 January 2010 (definitive).
