Education level

The highest completed level of education is based on the standard education classification (SOI) 2003 (for 1996–1999) and the standard education classification 2006 (for 2000 and later).

• Lower education includes education at SOI levels 1, 2 and 3. These include primary education and the first stage of secondary education.
• Secondary education includes education at SOI level 4: second stage of secondary education.  
• Higher education includes education at SOI levels 5, 6 and 7: higher professional education and university education.
