In the period 2001-2004, the annual rent increase (excluding rent harmonisation) was based upon the average inflation rate over the preceding five calendar years. From 2005 to 2007, the annual rent increase was based upon the average inflation rate in the previous year plus a surcharge. In 2007, the fixed surcharge was abolished and since then, residential rents are only corrected for inflation. The maximum rent increase allowed for 2009 is 2.5 percent, but does not apply to so-called liberalised rents.
