An underage asylumseeker or foreigner who arrives in the Netherlands without his/her adult parent(s) or guardian, and whose parent(s) or guardian is/are not already in the Netherlands.

Other underage asylumseekers: children who arrive in the Netherlands together with their adult parent(s) or guardian, or whose parent(s) or guardian is/are already in the Netherlands.
