Central government:

• Ministries and budget funds, e.g. the Municipal Fund, the Provincial Fund and Infrastructure Fund;
• universities;
• commodity boards and trading organisations;
• a group of national foundations and organisations.

In some countries, central governments are entirely or partly accountable for social benefits, whereas in the Netherlands these are largely included in statutory social funds.
