National governments can stimulate the use of biofuels in a number of ways. They can subsidise production. They can also subsidise consumption by reducing excise rates or by setting legal requirements for minimum biofuel content levels. Because of the open character of the Dutch economy, the Dutch market for biofuels is not only influenced by government policy in the Netherlands, but also by policies in other countries.
