Non-funded education
Non funded education comprises all forms of education not funded by the Ministries of Education, Culture and Science, and Agriculture, Nature and Food Quality. The costs of this education are paid for by the participants themselves, by their employers or by a social security institution. Non-funded education comprises mostly oral part-time courses at private institutions, written course and company courses. The list of courses is very long; a few examples: Word or Excel courses, recreational courses such as flower arranging or origami, language courses, secondary education (vmbo, havo or vwo) at commercial institutes, accountancy or SPD.
Statistics Netherlands calculates the number of participants in non-funded education on the basis of the Labour Force Survey and the enrolment registrations of funded education. The LFS includes questions on participation in all forms of education on a sample basis. By linking the LFS to the education registrations, the number of participants in non-funded education can be determined. The participation rate is an indicator for average participation in courses on a random day in a year. It is not a volume figure; it does not comprise all courses people do in one year.
