Public schools can become independent in terms of administrative law and in terms of property law. In this article, independent education is independent from municipal government in terms of property law. This means that central government transfers money directly to the school, without the intervention of the municipality. An independent public school has the same legal status as a private school, and therefore governing bodies of public and private schools can merge. Independent public education usually takes the form of a foundation, but may also be a public legal person or a public body.
