Moving up and down

If a pupil moves from the first year of a practical vocational track of vmbo to general secondary education, he or she is said to have moved up. If a pupil moves from general secondary education to a practical vocational track of vmbo he or she is said to have moved down.

The publication also contains figures on pupil outflow. Here the term outflow is used for pupils who are no longer in secondary education in a subsequent year. However, pupils in agricultural education subsidised by the Ministry of Agriculture or in some form of practical education, and pupils who move to private educational institutions are counted as outflow here, while they are in fact still in education.
