Higher than average debt

For restructuring arrangements that end in a settlement, the average outstanding debt the debtor has at the start of the restructuring arrangement was higher than the average debt of all restructuring arrangements concluded before 1 July 2006. It should be noted in this respect that this is not true for all districts, and only for arrangements in which the amount of the outstanding debt at the start of the arrangement is known.
