Kwaliteit

Op diverse manieren leggen wij verantwoording af over de wijze waarop wij onze statistieken samenstellen. Periodiek wordt door de Europese Commissie onderzocht of de statistische overzichten voor de buitensporige-tekortenprocedure conform de voorschriften van EU worden samengesteld en of de kwaliteit van het bronmateriaal voldoende is. De verslagen van deze zogeheten dialogue visits van Eurostat zijn openbaar en te vinden op de website van Eurostat.

Dialogue en methodologische visits

Belangrijk zijn de inspectiebezoeken die Eurostat op reguliere basis aan de EU-lidstaten aflegt. Tijdens zo’n inspectie worden zowel de data van de buitensporige-tekortenprocedure-statistieken besproken alsook de implementatie van voorschriften (ESR 2010) en andere methodologische voorschriften van Eurostat met betrekking tot de overheidssector. De dialogue en methodologische visits komen voort uit de Raadsverordening (EC) No 479/2009.

Dialogue visits (Article 11a) "are designed to review actual data (…), to examine methodological issues, to discuss statistical processes and sources described in the inventories, and to assess compliance with the accounting rules. The dialogue visits shall be used to identify risks or potential problems with respect to the quality of the reported data".
Methodological visits (Article 11b) "are designed to monitor the processes and verify the accounts which justify the reported data, and to draw detailed conclusions as to the quality of reported data (…). (…) The methodological visits shall only be undertaken in exceptional cases where significant risks or problems with respect to the quality of the data have been clearly identified".
