What does the survey entail?

Purpose

Compiling figures on young people eligible for care under the Exceptional Medical Expenses Act (AWBZ). Additional information can be found here.

Target population

Young people up to 18 years of age who are eligible for care under the Exceptional Medical Expenses Act, according to the Care Needs Assessment Centre (CIZ) and/or a Youth Welfare Office (BJZ) in the reporting year.
This includes all young people registered in the Municipal Personal Records Database (GBA) in the reporting year.

Publication strategy

The time between the end of the reporting period and the publication of the data is no longer than the actual reporting period. This means that the data is published no more than 12 months after the end of the reporting year. Figures for the most recent reporting year are published on a provisional basis. At the same time, the provisional figures from the previous year become final.

How is the survey conducted?

Survey type

For this survey, the number of young people is derived from datasets provided by the Care Needs Assessment Centre and Youth Welfare Offices. These registration data are combined and supplemented with data from Statistics Netherlands’s Social Statistical Database and data from the Municipal Personal Records Database. Allocation to a region is based on the residence principle included in the new Youth Act 2015, for which a decision tree has been developed in close cooperation with the Ministry of Health, Welfare and Sport, the Netherlands Institute for Social Research (SCP), research agency Cebeon and Youth Care Netherlands (Jeugdzorg Nederland).

Data collection method

The Care Needs Assessment Centre and Youth Welfare Offices electronically provide datasets from registrations. These registration datasets are linked to the Municipal Personal Records Database and combined with data from Statistics Netherlands’s Social Statistical Database.

As of 2010, data from the Care Needs Assessment Centre includes a complete registration of young individuals who are eligible for care under the Exceptional Medical Expenses Act issued by the Care Needs Assessment Centre for care under the Exceptional Medical Expenses Act.

Checking and correction methods

All data is checked by Statistics Netherlands (CBS) for plausibility, completeness and consistency. Some corrections are made, including corrections for double counting and overlapping eligibility periods. Individuals that are not registered in the Municipal Personal Records Database during the reporting year are removed.

Quality of the results

Accuracy

The accuracy of the statistics depends on the accuracy of the registration of Care Needs Assessment Centre and Youth Welfare Offices.
In addition, the quality of the link with the Municipal Personal Records Database plays a significant role. Data from Care Needs Assessment Centre and Youth Welfare Offices is linked with the Municipal Personal Records Database. This makes it possible to draw conclusions about the demographic characteristics of young people who are eligible. Persons who cannot be found in the Municipal Personal Records Database are not included in the annual figures.

Numbers of young people who are eligible for care under the Exceptional Medical Expenses Act in the StatLine tables are rounded to the nearest five.

Sequential comparability

The structure of the statistics has not changed since 2011.

Quality strategy

Prior to publication, the results of statistical surveys are checked for plausibility. If necessary, they are adjusted before being approved. To determine the plausibility of the outcomes, they are compared with results from other sources.
