Emissions can be measured in various ways. The most common method for greenhouse gas emissions is the one according to the IPCC, on which climate targets for greenhouse gas emissions are based. IPCC emissions pertain to the total of man-made emissions in a particular territory. For air pollutants (e.g. nitrogen oxides, ammonia and fine particulate matter) there is the European Unions’ National Emission reduction Commitments (NEC) Directive, which forms the basis of national emission ceilings.
